The Board of Cycling Ireland has, with great pleasure, approved the following list of Irish National Records which were achieved by the all conquering Irish Team at the Paracycling World Championships held in U.S.A.

Previous record times are in brackets and in keeping with a decision by the Board taken some time ago where no record already exists the first time recorded by a Paracyclist over a U.C.I. recognised distance will be deemed to be the National Record. This glut of records achieved by the squad augers well for the forthcoming Paralympics
COLLEGE OF COMMISSAIRES
With the loss of the late Ian Gallaghar from the College of Commissaires Eddie Dawson was invited to fill the vacant position, an invitation which Eddie has accepted. The College now comprises Paul Watson (Co Ordinator), Gary McIlroy, Oliver McKenna, Eddie Dawson and Jack Watson.
INSURANCE WHILST ABROAD
As the result of a Cycling Ireland member being involved in a cycling accident whilst abroad the following guidance has been issued by our insurance broker.
The policy limit in respect of medical expenses is �2,500 for a member of Cycling Ireland, whilst this limit is adequate to cater for 90% of incidents occurring in Ireland, it is not adequate if you sustain a serious injury whilst abroad on holiday which could mean a long stay in hospital or repatriation home for ongoing treatment. We would recommend that people travelling outside Ireland purchase travel insurance cover. In the event of a serious incident occurring to you whilst abroad medical expenses can be extremely costly.
If a Cycling Ireland member is involved in an accident abroad whilst participating in, or training for an insured cycling event which leads to a legal action taken against you for a civil action the policy will operate. The liability cover will only cover civil action taken against any C. I. member in any country excluding USA & Canada. Again we would strongly recommend that any individual member travelling outside of Ireland on a cycling / leisure break effect a travel policy which gives you peace of mind if you are involved in an accident abroad which covers the following;
Cancellation of tripEmergency medical & repatriation up to �5 millionPersonal Liability up to �2.5 million (should you be sued by a third party)Legal Expenses
GARY McILROY
The Board was very happy to receive confirmation from the U.C.I. that Gary McIlroy was successful in the U.C.I. Elite National Commissaire�s Course which he attended in Estonia in December. Word coming from the tutors was that Gary was head and shoulders above the other participants from several European nations. Following on from Paul Watson�s success in the U.C.I�s International Course would indicate that the tuition our commissaires are receiving is standing them in good stead as they move up the U.C.I. commissaire ladder. Gary will have to wait for several years now before he will be considered by the U.C.I. to attend an International Commissaire�s course. The Board would tender it�s sincere congratulations to Gary.
MELANIE SPATH
Melanie, who is married to Ryan Sherlock, is one of our top women riders and has competed in many U.C.I. Mountain Bike races obtaining U.C.I. points for Germany which was the nationality she held until 2011. During 2011 she was successful in becoming an Irish citizen. She applied to the U.C.I. through Cycling Ireland at the end of September for her change of nationality to be recognised so that she could ride Irish National Championships and compete at international level for Ireland. By the time her file was submitted to the U.C.I. it was early October and unbeknown the U.C.I. had brought in a new regulation from 1st October which now only allows any rider applying to have a change of nationality recognised, to become effective in the year following one complete year from application to the U.C.I. As such Melanie was most disappointed to learn that she could not compete under her Irish nationality until 2013. The Secretary of Cycling Ireland put together an appeal which he lodged with the U.C.I. legal department and Melanie was more than pleased to learn last week that the appeal was successful and she can compete forthwith for Ireland and also the previous U.C.I. points which she had earned would be transferred from the German Federation to the Irish Federation

Some points were discussed at the recent meeting of the College of Commissaires which it was felt needed to be highlighted to all commissaires whilst some of the other points indicated hereunder are for information only.

IAN GALLAHAR
It was with genuine grief and sadness that all those who knew Ian received the word of his sudden death. Ian worked tirelessly for the sport he loved so well not only in his role as a commissaire but the numerous other tasks he took on in cycling. He had been a commissaire from he finished his serious racing career in the late 60s graduating to a UCI National Commissaire in the early 80s and eventually qualifying as a UCI International Commissaire in 1986 in Colorado Springs, USA along with fellow Irish officials, the late Ben McKenna, Maurice Bann Lavery and Jack Watson. Probably Ian�s most prestigious appointment was to the panel at the 1992 Barcelona Olympic Games whilst his most memorable appointment was to the British Milk Race in 1992 won by Ireland�s Conor Henry. He will be sadly missed.
2012 TECHNICAL REGULATIONS
Paul and Jack Watson with some input from the Cycling Ireland President have just completed the 2012 update of the Technical Regulations. Not an easy task. It is recommended that all commissaires acquaint the current version of the rules. Paul and Jack have a meeting scheduled with representatives of the Track Commission in an attempt to write a set of rules on how track racing is conducted in Ireland. Currently a set of updated rules are awaited from the Off Road Commission in respect of mountain bike races. The new and very successful BMX racing have been requested to put together a set of rules for the administration of this new and vibrant discipline. Gary McIlroy has acted as commissaire at some of the National League events working from the UCI and British Cycling rules for BMX.
COMMISSAIRE APPOINTMENTS
Several Provinces have raised a query regarding the appointment of commissaires and for your information the rule Chapter G6 Article 2 Pont 9 is as follows.
�Commissaires will be assigned to each race by the Provincial Executive which authorised its inclusion in the Calendar. In the case of National Championships and National League races, the Chief Commissaire will be assigned by the College Of Commissaires and any additional Commissaires required will be assigned by the Provincial Executive within whose area the race is promoted. In stage races of 3 days and over the Chief Commissaire will be assigned by the College of Commissaires, after consultation with the Race Organiser, and any additional Commissaires required will be assigned by the Provincial Executive within whose area the race is promoted. In the case of races on the International Calendar and races, deemed by the Board of Cycling Ireland to be National Tours, all Commissaires will be assigned by the Board of Cycling Ireland, in consultation with the Race Organiser. In the case of the Irish National Underage Championships, the Chief Commissaire together with all other Commissaires and Technical Officials shall be appointed by the Youth Commission in consultation with the Provincial Executive of the province the races are to take place in. The Provincial Executive, College of Commissaires or Board of Cycling Ireland, as the case may be, will give 4 weeks notice in writing to each Race Organiser informing them of the names of the Commissaires appointed and requiring him to liaise with the Commissaires informing them of the arrangements for the race. A copy of this letter should be sent to the Commissaires.�
Currently the list of appointments as approved by the College in line with the above is being circulated and is attached to this News sheet.
COMMISSAIRE FEES
The hardy annual of commissaire�s fees has again been raised. There is a wide anomaly throughout the four provinces in the fees / expenses paid to commissaires and although a previous attempt to rationalise the question of fees failed the College have now written to the Board in an attempt to sort this out.
Those persons within each Province with responsibility for the appointment of commissaires should endeavour to appoint commissaires with the least amount of travel from their home to the event they have been appointed to.
UNIFORMS
Except for one jacket the balance of the clothing order has now been received. Gary McIlroy is attempting to distribute the clothing for the commissaires in the South whilst Jack Watson has the uniforms for all Northern commissaires. Trousers are not supplied and the recommendation is to wear chino�s and if these are not available then denims / jeans should be avoided. Any problems or queries re uniforms should be referred to Gary McIlroy or Jack Watson.
COMMISSAIRE SIGNS
The newly Grade B appointed comms will also receive two magnetic cars signs with their uniforms and if any current comms need replacement signs then they should contact Gary McIlroy or Jack Watson.
ONE DAY NUMBERS
These are now available but the College of Commissaires are unaware of the method used by staff at Kelly Roche House to distribute these some commissaires seem to have received these whilst other comms are using last years. Any commissaires who do not have a quantity of back numbers to issue with one day lics should contact the person in their province who makes the appointments. Irrespective of using last year or current numbers there has been confusion as to the retrieving of these after an event. Some commissaires have been charging a deposit on these, this is commendable, but leads to problems if the rider abandons early on in the event and goes looking for his deposit back and the comm. is out on the course. The rider heads home with the number and the comm. is left with undocumented money which does not belong to him. The suggestion from the College of Commissaires is that you take the riders contact details when you issue a one day number or if he has forgotten his number and you let him have the use of a one day number. If he does not return the number after the event then contact him and arrange for the number to be returned to you. If he does not return the number then alert other commissaires within the province regarding this. If the number has not been returned by the end of the season then advise the College of Commissaires and formal steps can then be taken. If comms. still wish to go down the deposit system then they must ensure that the riders money is returned on the return to you of the number.
YOUTH RACES
The National Safeguarding Officer has received complaints regarding the use of very foul language between youth riders during events. Effectively this is abuse and CI must be seen to combat this. Hence any Commissaire officiating at a youth race should ensure that prior to the start riders must be told in their pre race brief that this conduct is in conflict with the Technical Regulations and any rider caught will be dealt with within the Technical Regulations.
JUNIOR RIDERS
A proposal was accepted at Congress that juniors would have their own coloured numbers and when an A3 race is being promoted then they must ride the A3 race. Following the first races of the year a difficulty was identified by the Board in that adult beginners could ride A4 races whilst junior beginners had to ride A3 races. The Board considered that junior beginners were being discriminated against and as such the Board has issued a statement on this. Beginner juniors can apply to the CI office for issue of a letter giving them permission to ride A4 events from 20th April. Commissaires should note the date this takes effect and beginner juniors MUST be in possession of a letter giving them permission to ride an A4 event.
JUNIOR / YOUTH RIDERS
There has been some confusion this year over U16s riding A4 races and juniors riding A2 events. The following excerpt from the Technical Regulations Chapter T4 Article 3 Point 6 states:
.� With written permission of the appropriate Development Coach, youth and junior development squad riders may be allowed to compete in higher classification events. This written permission must be presented to the race Commissaire prior to the start of the event if requested. These riders will still be subject to their appropriate gear restriction.�
The general concept of this rule is to allow for riders who are preparing for an International event on an Irish team to ride at a higher level prior to competing in the International event. The Board is aware that riders are turning up and telling the commissaire that they are allowed to ride an event out of their category but this is strictly forbidden unless the rider is in possession of a letter from the appropriate Development manager and it should also be noted that this letter will be unique to that one event.
However in a handicap race open to A+, 1s, 2s and 3s there is nothing to stop a junior starting in the group with A2s.
UPGRADING
Commissaire�s should be aware that a rider is deemed to be upgraded as and when he gets the number of points required for upgrading. He does not need to wait until he gets a new licence and number from Kelly Roche House. Chapter T3 Points 5, 6, 7 are as follows
5. Upon reaching the necessary points for upgrading, the riders will submit their licence and number to Cycling Ireland for re-issue with their new category.
6. Commissaires have the power to withdraw a rider's licence if his points total is in excess of that required for upgrading and to submit it in accordance with rule T3.5 above.
7. When a rider reaches the appropriate points total for re-grading the rider will be deemed to be re-graded from that point in time.
DISCIPLINE
Three riders were recently disciplined as the result of an incident during the prise presentation following the event, the complaint was submitted by several persons who witnessed the incident. However the incident was not witnessed by the commissaire. Nevertheless commissaires should be aware that their mandate is from the start of sign on until the finish of the prise presentation and if they become aware of something of a similar nature occurring then it is their responsibility to try and get as much information as possible.
COMMISSAIRES REPORTS
We would like to remind Commissaires that all Commissaires Report Forms should be distributed as instructed in the Cycling Ireland Regulations -
The Chief Commissaire will submit a report of the race to Cycling Ireland on the standard report form within 7 days. A copy of this report will also be sent to the Race Organiser and the Secretary of the Province in which the race has taken place.
Also if a Commissaire has noted any incident or event, or enforced a sanction on a member, the report should also be forwarded to the Secretary of The College of Commissaires so that any additional action that me be required is started immediately.
Will all commissaires please check that they are using the latest report forms which have 21 points in page 2, some are still using the old form which does not have the question regarding the Safety Document.
CI MEMBERSHIP
Will all commissaires please ensure that they are current members of CI.
SIGN-ON
It is not obligatory to check the riders license each event that you are acting as commissaire at if you have previously checked his license at a previous event unless you may be aware that he had enough points to upgrade. However you should ensure that he is riding the appropriate event for the category he holds and he does have a current licence.
